- It is illegal to let your dog roam in the street.
- Nuisance dogs shall be removed by the City Police.
- It is illegal to unnecessarily beat you dog or cat and cause them harm.
- It is illegal to be cruel to animals.
- It is illegal to detonate fireworks within built up areas, without a permit.

The SPCA requests the public to please report any missing pets immediately to their Windhoek offices at 061-238654 during office hours or cell 0811244520 or email to spcawhk@mweb.com.na, and also to please bring any animals collected in the streets to the Windhoek SPCA premises in Robert Mugabe Avenue, so that these runaway pets can be returned to their rightful owners as soon as possible.

The Windhoek Society for the Prevention of Cruelty to Animals has received numerous complaints about not only the fireworks display held on 31 December 2008, in Olympia Windhoek but also about the public shooting into the air, and the public acting in a disorderly manner, and also due to owners leaving their pets unattended and unfed.
The public mainly objected to the fact that the fireworks display was piercingly loud and that the venue was within a residential area. The animals housed at the SPCA kennels and catteries in Robert Mugabe Avenue, were really stressed, and it took a while to calm them down. A local veterinarian, a SPCA manager and numerous volunteers were on duty all night, to deal with a number of emergency call outs. As the SPCA cell phone was flooded with calls from distraught pet owners desperately searching for their lost pets, who had either jumped over their fences or had dug underneath fencing trying to escape the sounds. Point being that all animals are extremely noise sensitive, and any unusually loud detonations and whistling and hissing sounds are inevitably stressful for them. Animals do not understand what is happening and this is extremely scary to them. Please find attached photos of one dog that had become frightened by the fireworks and was trying to escape the unfamiliar sounds, and had become impaled on the fence. Without the swift action from passers by and a private veterinarian this animal would have most certainly lost its life. In total 12 dogs, 3 of these were injured, and 1 injured cat were taken in, a further 6 dogs & 3 cats were reported missing. One pug was picked up and safely returned to its owner immediately, thanks to it having been microchipped.
The SPCA’s major goals are to be a safe haven for animals, teach people respect for animals, and to stop cruelty to animals.
